I believe she said it was her friend's yorkie that is 4 weeks old. Why does your friend have a 4 week old puppy? And why are you the one taking care of it and not her?

First of all, Ceasar is a very low quality food. Please don't feed that to the puppy. You'll most likely end up upsetting it's tummy. I would consult a vet. I would also continue with puppy formula only until you see teeth coming in. Then you can try a premium canned food (PREMIUM being the key word there).
