Here it is: Litter Pan. Don't use it with the litter, just put a pee pad in. She has the one that opens in the front.

As Misty said, I use the doggy litter boxes for Sukoshi (in her link above), and she does very well with them. I first started using them because of the same issues all you are having - going right on the edge of the pad or only putting her front two paws on while her butt hung off
- but the litter boxes seem to work well for her. She still has an occasional accident and goes right outside her box, but I think that's because she waits too long, and then she RUNS to the box as fast as she can, but she just can't make it in time. It is actually adorable when she makes such an attempt to get there, so I end up laughing at her and cleaning it up off the floor
