Wow, really? Paypal used to be so much easier! One time I ordered a cell phone off eBay. I never received it, and I notified Paypal. They asked the seller for the tracking number (which he never got and was supposed to). Since he didn't have one, they gave me my money back minus a small fee!
Also, I sold a bottle of perfume once on eBay to a lady in Canada. Needless to say, I didn't know that wasn't allowed. Anyway, I sent it AND it was received in Canada, but Canada wouldn't give it to her b/c it was perfume, so they "destroyed" it.
She went to Paypal to say she never got it (even though she was notified by Canada PO) and Paypal gave her her money back!!!!!!! I was SOOOOOOOOOO pissed off!
So anyway, that stinks that Paypal changed their policy! I guess I better read up on that!
