We got Interceptor (for 2 - 10 lb dogs) too for both Romeo and Juliette. Romeo is 2 lbs 12 oz and Juliette is almost 5. I know how you feel because I was a little worried giving it to Romeo since he is half of Juliette's size, but he did just fine and I didn't notice anything at all.
Sorry, I don't know about the Heartguard Plus one.
