We have this problem here but our problem stands on two legs and pees standing up!
Sometimes they miss. I'd thoroughly clean the area under the pee pad and surrounding area. Could be that he smells pee everywhere and that's why he misses. Also, I'd lay 2 down to give him a larger area.
