This problem is pretty common with yorkies for some reason . Both Alfie and Lottie had this and had to have them removed.It was covered by our insurance as it was a genetic thing rather than the usual dental problems.They may still come out but if they have not come out by the time neutering is being done get it at the same time to save another anaesthetic.
