He definitely might be able to get her pregnant. But she shouldn't be breeding a male so young. He's not fully mature yet - a dog idealy shouldnt be bred until two years of age. Because at that time you can evaluate the dog for both conformation and genetic soundness. At 7 months, you just can't really do that...
