Unfortunately, itīs true for some reasons.
The main reason is the tax of exchange between our currency (real R$) and dollar. Today U$ 1,00 is equivalent the R$ 2,65.
If I sell one male puppy for R$ 1.500,00, itīs equivalent +/- U$ 570,00, plus the price of the transport tax is around U$ 300,00, the total value is in U$ 870,00.
But this value still high if is compared with practised for puppy mills in Brazil. The average is about R$ 500,00 or +/- U$ 190,00 for one male puppy.
This difference of prices could be explained by all the necessary cares that a responsible breeder must have with its yorkies and the costs of these.
Some puppy mills sell all yours puppies to other person that resell for ten times more expensive. The person that buy whole litter will pay less than someone buys just one puppy.
The puppy mills buy and sell dogs without no responsibility, as they were a goods.

Itīs so disgusting.... but like my grandma usually told me: "ant and bad behavior exist in any place".
