The best thing I can think of because I know this can work in reverse is to take the pee pads outside and try to get her to pee on them outside then she should learn to go on the pads and it won't matter where they are. We got Vinnie used to us saying "pee-pee" and "pad" and "outside" and we can get him to go anywhere we want him to. Good Luck!
