Default Little bumps?

About a week or so ago, we noticed that if we rubbed/scratched Kelli in a certain spot, she would move her neck in a way as if it felt good. We did it a few times, got a kick out of it...thought NOTHING of it until a few days ago. We noticed in that same spot (area between the top of her front legs) she had some "rough spots"...they feel like scabs but we're not sure because we can't see through her fur that well (she's due to be groomed this weekend...Friday is her appt). Now, she has little and bigger bumps all around her neck and shoulder area...they seem to be spreading but again we can't tell. That's the ONLY area she has them in. She scratches quite a bit...we try to keep her from doing it so it doesn't get that out of control. These JUST sprouted up within the last few days...she doesn't act like she's in pain, we touch them often and I've even seen a few of them...they're the color of her skin, some slightly pinkish.

Now, just a couple days ago...by accident...we bathed her in a different shampoo. We have two different shampoos, they're both for any type of animal, but the one is for the cat. Grabbed the wrong bottle and bathed her with that We don't know if it's a shampoo allergy or what...but, the thing is, she's been licking/biting her paws for weeks now, but these bumps didn't happen until recently. We're just REALLY confused. Yesterday we went ahead and bathed her again in her normal shampoo, we've taken her collar off too since around that area is where the bumps are (could it be her collar, even, even though she's had it on for months?) and we're trying to help her with the irritation any way we can.

My main question is, will these bumps go away? I don't want her to have to get a shot if there's any way to avoid that. She had a pinched nerve not too long ago and had to deal with a cortisone shot for that, and I'd just like to not put her through shots again until her next vet appt.

Another thing to mention is that the previous owners we got her from (in Feb.) said that she had allergies, and that is shoudl all be in her charts and taken care of when we took her to the vet (which was in April) - so we assumed that all of this was taken care of with her normal shots. If it was, then why is this stuff popping up now? AND, why has she been biting/licking her paws alot for months now?

We have a really good vet....used him for 15 years now with our cat, never had a problem, so I don't think our vet would slip up like this. I just wanna know mainly that this isn't going to cause major health problems for her, and that bumps like this will clear up with time. I checked her food (which we get from the vet - it's called Hill's Prescription Diet Canine K/D) and the label says it has corn starch in it....but she's been eating this for a while now, I'd say a month or two with none of these symptoms. Does that matter? Forgive my ignorance on this stuff...this is the first dog that I've had since I was very young...and I'm worried about every little thing, lol.

Also, she sneezes quite a bit...snores occasionally. Not sure if any of this matters, or is an indication. Thanks for any help anyone can give.
