It sounds like your dog did come from a puppymill. Places who sell several breed dogs and have that many litters per yr is a huge red flag. Also, it sounds like your son bought from a broker. A reputable breeder will not sell to brokers.
Puppymills keep their dogs in tiny cages outside of the home, and usually in deplorable conditions. They do not screen or test for certain diseases and defects, so dogs from puppymills are more likely to have a congenital defect/disease.
