We had this problem when Zoe was a pup so I 'trained' her to walk appropriately and she hasn't put on her brakes since. What I did was gently nudge her as she put on her breaks, be gentle not to tug on their pads on their paws which scrapes on the cement. As soon as she started walking, I'd give her a fav treat, say good girl, a few steps later, she'd put her brake on again and plop down, repeat process. After the long walk, she hasn't really put on the breaks.
