I don't know or understand why he said no to that either. I thought it was a good idea.
I found the rushcard and it charges a one time application fee. Then it only charges a monthly fee of $2.95 if your card is inactive for 3 months or more, but it stops charging the $2.95 after you use your card again (either to add or withdraw funds, shopping, etc).
