The parent club writes the standard but AKC has to approve it and the parent club can make changes but AKC has to approve it. But once a change in the standard is made or considered it can't be done again for 5 years to my understanding. I will stand corrected if I am wrong. The YTCA tries to educate others on what the standard is and what should be followed by the standard! I hope this made sense.
