Mine wouldn't go poo on the pad AT ALL until one day I was scooping up a tiny poop off the floor and decided to show her where I wanted the poop. I put the poop napkin on one corner of the pad and the next time I took her to the pad she sniffed at it and was like "Oh - I get it now!". *laughing*

Haven't had the issue since. :-)

As long as I change it often enough - she won't go if it is really dirty.
