2. Do I really need to use primer before I paint? There are no cracks, uneven surfaces in my hallway. The new color I am painting the hallway with is pretty much the same white color, just brighter.

I work in the paint department at Home Depot. Yes, stongly suggest you use a good primer, like Gripper by Glidden. Then repaint with any finish.
