The question isn't how many puppies can she have but can she whelp safely. We don't usually breed gals that are under 5 pounds. Measure from her anus to her vulva, it should be 3 man's fingers. Measure from her pelvis bone to pelvis bone (in back), it should be 2 man's fingers. The size of the bitch doesn't always determine the size of the litter. I have a 5 3/4 pound female who just had 2 for her first litter. If the goal is not to make money, size of the litter shouldn't matter but the health of the dam and pups.
