My Rowdy has lifted his leg since he was very very young - he is not neutered.
Rexy on the other hand, was neutuered at 6 mo. and he squated till he was over a year old. I think he was about 14 months, when all of a sudden, he started lifting his leg. He still lifts at 19 months, although he does squat rarely, but occasionally.
Oh and when Rexy started "lifting", he would squat and lift at the same time - quite a sight!
