I hope this doesn't sound stupid, but...Why is it so difficult to get puppy mills shut down? Is it because politicians and goverment officials don't feel like puppymills are a good cause for their time/resources? I would think that the scene Kelly described could only be classified as major animal abuse. I never hear anything in the local news about puppymills, so I've never heard of any of the consequences of running a mill. Is there a site that talks about what happens to millers after they're caught? I'd like to read more about this.
