I don't think having a girlfriend at that age is a big deal, but I wouldn't let him be "alone" with her. Group dates, where there's a group of guys and gals is probably okay
I was not allowed to have guys in my room EVER, not even when I was engaged, and I respected my parents wishes(they were my wishes too).
