That's a tough age. I would strongly encourage "group dates". For example...hey, do you know any others who want to see that movie? Maybe you can all go together?
It does sound like he talks to you and that's WONDERFUL!!
I would ask him to suggest limits to set and discuss them with her parents as well. If they come up with their own rules, they are more likely to follow them.
I would be very careful about unsupervised times such as days off from school when parents are at work etc... You need some very clear limits about those times.
