I completely sympathize with you. I have an 8mo. old Yorkie, and he is potty trained. But my 3 1/2 mo. old toy poodle is doing the same thing as your little guy. I honestly think it's just because their bladders are so small. If Bingley has held it for a while he goes in one spot, but if I'm outside with him for quite a while he pees here and there. I think it's just a waiting game--and yes, it's a little frustrating.
