The major difference is the pedigree--if they are born of two AKC registered Yorkies--they are parti-Yorkies. Parti-yorkies do not have a standard. They may be different from one another in their colorings, one white paw for example.

If they are of German Registered Biewers, they are Biewers. They have a set standard of 4 white paws, chest, chin and at least tip of tail being white. And yes they keep their tails.
