Can't and shouldn't are two entirely different terms. ANY dog

should be bred. Does it mean they are lesser dogs? No, just means they do not fit into the textbook description of a Yorkie. Yorkies are supposed to look a certain way, be structured a certain way, etc...including having a max size. These specifics are what make various breeds different from one another. If you are trying to produce Yorkies, you should do just that...try to breed and have pups that fit the definition as closely as possible. Otherwise, you are just breeding dogs to get dogs.
All just my opinion of course, but this boy does not fit that textbook description of what a Yorkie 'should TECHNICALLY be.' Thus resulting in the advice that he should not be bred.
