Most breeders do not necessarily consider LPs (luxating patellas) as a genetic problem since most LPs come from environmental issues. I've read many contracts from different breeders and many do not cover this issue.

Now, if a 12 week old pup already has LPs, then yes, I'd say it's genetic...how many 12 week old pups are jumping off of couches or beds, etc.

If a dog is discovered to have LPs, one thing the owner can do is have x-rays done. The vet can determine if it's from environmental issues or if it was hereditary.

Now, LPs (leg perthes) is a whole different issue.
