Seems like the dogs are not someone's pets, more like wild dogs if they are attacking people. Your link is on a story in India although published under a Malaysian news, not Malaysia. I am from Malaysia and grew up there. While it is true that these dogs might spread rabies, they are far from aggresive and there isn't as many strays that you will see packs of it like India. The usual dogs that attacks people in my country are the guard dogs that accidentaly ran out of their house, not the strays. Most strays in Malaysia is so ill-treated by the public that they run away from people as soon as they see you eventhough you were there to feed them and meant no harm (I used to be one of the people before I left). There is also an ongoing effort by public volunteers who use their own money and public donation to catch these dogs and neuter them and most cities there are doing this except for this particular one. There is more than the eye can see when it comes to dog issue in my country. We do have a certain ethnic (which is majority) that hate dogs and do not mind getting rid of them for good. In some places, you have to get a signature of consent from both your neighbours before you even get a dog or if you move in from elsewhere, you need to get rid of your dog if your neighbours do not sign the consent. Some foreign labourers even catch them and eat them although eating dogs are illegal in Malaysia. I just want to say it is almost impossible for dogs to have a good life there and it is sad to see so many issues surrounding dogs...we have 2 shelters there and it is just over-flooding everyday and the staffs are not helpful in adopting them out hence the lesser chance they survive.While I know this is a common problem with many countries, the rate of killing is very high there..oh..I can go on and on...I just wish something more could be done for the poor dogs there. and if not at least get more attention from the international public..maybe someday if anyone retires there and has extra funds and want to do something, dogs there always need some help.
