Actually, check out the link I posted earlier. It addresses the issue of recent attacks by these dogs as a problem. Also, some of the articles I ran accross addressed the issue of many of the dogs having rabies and other diseases, threatening the welfare of the citizens.

The people ARE encouraged to catch them in a humane way. They actually don't get paid anything and face penalties if the dogs are dead or with fresh injury when brought in. This is part of a 10 year plan to reduce the number of stray dog and pressure owners into being responsible for their pets.
