Apparently, this place is overrun by stray dogs. Seems like they are doing whatever they can to urge the residents to help try to control the problem.
Seems like the dogs are not someone's pets, more like wild dogs if they are attacking people. In which case it would make a little more sense--looking at some random sites, seems like the dogs are actually dangerous and that it is a HUGE problem.
