I think that when they said they didn't offer payment programs, they meant that they didn't offer financing. I'm sure they take Care Credit though and they probably even help you apply.

The great thing about university vet hospitals is that they offer reduced rates because they are there for research purposes and to teach students. They are also typically subsidized which means even lower rates for you. Please give them a call again and ask about care credit.

It can't hurt to at least make an appointment. You may not be able to make an appointment yourself, they may only work through vet referrals meaning that your vet would need to call and make an appointment for you.
