I have no idea why age factor's into it at all either! Maybe they think that dogs are only small if they are under 6 mos idk but I think it should just be that they allow 2 dogs in one carrier as long as they are under the weight limit. About the carrier, when i went to pick up Sophia i bought a really light soft sided carrier from Petco but it is also sturdy and it was pretty big. I'm pretty sure your boys can fit into it, it was only $30, they have it there now in black, i returned mine cause i only used it for the flight Also there is this carrier from Trixie and Peanut that i am going to go look at right now in the store. It says the large holds pets up to 18 lbs, and has 2 harness safety attachments , so it's good for 2 dogs. It also looks light and it says that it's approved by most airlines. I think i might go buy it but first i have to see the size and i can let you know how it is if you want, and take pics
It's this one:
