I can understand the theory behind it in the sense that is in an effort to crack down on puppy mills, but don't see where it will have any positive outcome. And I believe that TX is notorious for these mills...let's not forget it's the state home to our favorite miller/monster truck owner. Sadly, it punishes those who ARE ethical as well--there is no good balance and no good alternative or enforceable regualtions for millers.
