I think it depends on who you ask. It's a practice still highly debated that got really ugly a year or so ago on here. Really a bunch of he said she said type arguments that never get resolved.
I do know this for a FACT--I am NOT an expert on Biewers (despite being accused of thinking that I am
) but I will say that pic looks nothing like any Biewer, Yorkie, Parti, Chocolate or ANYTHING else in between that I have ever seen. Looks like what some refer to as a "Puggle."
I would steer clear, there are so many GOOD breeders out there, it just seems silly to take a chance on one you can't be sure of.
