Default Alteritive To A Muzzle

i HAVE 11 MONTH OLD TEDDY. He is great execpt.
the story

I take him to my moms (in a older peoples place Retiarement home.) It is great a place to walk him. He does not have to be alone on the days I work. she has looked after him since he was small. He is aggressive. He is protective aggressive to mom and me. When walking , some people, as they go by, he goes off. Barking and advancing like he wants to bite them. Funny others go by and he does not seem to mind. We tried the trainer, the treat thing . been doing the cesar tapes. He just flips out. even when driving if someone in the next car stops at a sign he goes off. I think it is not nice to muzzle a furbaby, but my mom who is 85 thinks for safety of the other old people we should try it. help i dont want to do this. I no some of you yt have had the same problem. any help???? He is a little king of the land around here we have 2 acres in sonoma county. so when he is here, we are alone. I tried to start him as a puppy taking him to my store. I wanted him to go to work with me. but a little girl ran up to him one day and he flipped. so I cant do that any more. We love him and would not want to do anything wrong but it is at the point, I cant have company. he just looks at them and barks. He has not bite any one yet. but he acts like he would.thanks
p.s. he was the won that was sick in the hospital most of his first 6 months. I figured out it was not pancresitas it was nutro food . Even at the vet we pass him off. If I am there he bites the vets hands. I hand off the leash and walk out .They pick him up and he licks there face?//
