Most glues probably wouldn't work too well, as they don't withstand washing. A different idea would be to use a pair of gloves with the grip type tips. Cut off the fingers and use ribbons or (even sew on snaps) to keep them on her feet.
I've been able to find shoes small enough for Ruby and she is not quite as big as Angel. She doesn't wear them on walks though, they really are more of a fun "dress-up" item, not practical for walking.
