How is it going? Puppies should be coming feet first if it is coming either head first or butt first...If there are two sacks it is likely that two pups may be trying to get out at one time...An expeiranced breeder may be able to feel with a lubed finger inside the birth canal to determine what is going on and manipulate one of the pups back up so the other one can come on out...
I think if you havent contacted your vet you should do so now...you many need someone with more knowledge to help...this female is small and she is overdue or her date was miscalculated and xrays were taken too early...either way i would advise you to give your vet a call...
