The snorting is normally Reverse Sneezing. It usually happens when a dog gets excited and starts rapidly intaking air through it's nose, making that snorting sound. You can place your finger over your dog's nostrils to make it stop. If it's more of a hacking sound, it could be collapsed trachea, but I really think it's probably just reverse sneezing.
