I say go in and take pictures and see if you can capture it on film. Then tell them that you are going to send them to local news stations, rescue groups, make flyers to hand out outside the door....and actually do it!
It would break my heart too, but you will only be supporting it if you buy him. Another dog would only take his place and the cycle would repeat.
