I would have her clipped in a puppy cut, then I would start over the process of training her to be groomed. Sounds like she doesn't like getting the tangles pulled out of her hair. With her hair short, you could introduce her to a soft bristle brush. She will soon see that the soft bristle brush doesn't hurt. If you want her hair long again, I would use a very good de-tangler.

About the bad breath. Have you tried Greenies. Great smelling breath.
