I feel bad for you, to be in this situation. It is very emotional to see a sick puppy and worry about him. But are you prepared to purchase him, pay all vet bills and shots, & meds, then either keep him or find another home for him? What about boarding costs at the vets until he is well enough to come home?
What if he is really sick and passes away, do you have the money to pay the vet bills. I don't think the pet store will reimburse you 100%.
I want to save them all, but I have found by putting my energy into writing letters and educating others about puppymills, that is the way to deal with those in it for the money not the love of the breed.
Is it fair to the puppies in the stores? No, but unless people are educated there will always be another puppy in the window.
