As much as you want to help this dog, there are services out there that are specifically trained for this type of situation. It is best to report them to the ASPCA and the Better Business Bureau, and let them see what you have seen. There is no guarantee that the place will reimburse you, especially if they said "within reason," I mean, whose reason? They obviously don't have very good reason. You could call your local animal shelter or humane society and ask for professional advice. By reporting the business, you may be saving more than one sick puppy, and saving more from going through the same type of abuse.
