  Yes, I know that why the question was if they are USDA breeder do they go above what USDA standard are and how ?. 
There are larger kennels that hold USDA licenses.
If they state that they adhere to those standards only..
I'd run the other way. 
Being  USDA certified, this is not something to brag about. 
See what the cage size requirement are, this means that as far as USDA is concerned this is how you can keep a dog.

Of course it is always better to deal with a small hobby/fancier breeder.
