I agree with all questions except the USDA one. Most puppy mills hold USDA liscenses, so it really doesn't guarantee that you are buying from a quality reputable breeder.
The best defense is education. However, most new puppy owners are in a hurry to get their puppy. It's along time commitment....shop around, be thoroughly comfortable with your breeder. You should be buying a relationship.
