We had a weeping cherry tree and the nursery told us to remove the dead leaves and to retill the dirt around the base...by hand...removing some old dirt and the chips and replacing with fresh mulch and chips.

But another tree (I can't remember which), said not to remove the leaves.

I would just call a local nursery and see what they say...you may have to call around to several before you get an answer.

We always use spray for flowering trees, etc....that you can get at Wal-Mart (can't remember the name)...but it is for using on fruiting and flowering trees and kills all sorts of bugs....we now haven't had a problem...you might check into getting some of that.
