I agree, I understand why he backs up and I don't think he is being skittish in this instance, but I hear it a lot. It's like people don't understand the behavior of small dogs, so they just say they're skittish. If you approach him slowly, he'll let you pick him up. He just doesn't like kids yelling or running after him. In the instance with the little boy, he was totally fine, not scared at all. I don't know why the mom said that.
