Have him checked by the vet and ask about "elongated soft palate" it is the tissue in the back of the throat and if it is too long or short the dog has trouble swallowing or breathing. My little one made those noises usually after she ate and got excited. Sometimes when she was sleeping. The doctor sedated her and gave us the diagnosis. I am not saying it's this condition but my little girl when on like this for months until he diagnosed her. When you rule out all the other things it could be, one of them being a collapsed trachea a little common in yorkies then check on this condition.
