If you are outside and he doesn't go within 10-15 minutes.. pick him up and carry him back to his crate, and repeat in 15 minutes to a half an hour.
Walk with him which will help stimulate him to go. Keep doing this and eventually he will go outside all the time only.
The important thing is to carry him to the crate though so he doesn't have a chance to potty on the floor
