The dollar store (Dollarama) sells packs of 600 teeny tiny rubber bands for $1. They come in clear, black, multicolour.
The dollar store also sells tons of tiny hair clips that work.
I buy the itty bitty hair clips & barrettes from Wal-Mart (they're made for babies/toddlers) and they work really well. Here's a pic of one
