Vaccines are never administered in the belly as vaccines are meant to be placed right under the skin. The skin on the back of the neck and backside of the body is the thickest, and the belly some of the thinnest skin on the body so vaccines can not be administed there - plus too many organs. If the hard bump is on the mid-lower belly, it is most likely a hernia. Did it just appear? Some puppies are born with hernias.
