The key to house training is to take them out loads, several times an hour to start with! This is because the first stage in training them to go outside is to simply make sure they are outside when they need to go. This way they get out of the habit of thinking that going indoors is an option. I think if you can't get a fence put up then your best bet would be a large x-pen. When they go outside say good boy/girl quietly and give them a tasty treat. It shoulden't take them too long to get the hang of it.
