I would never have a dog outside in an unfenced area without being on a leash, unless it has had VERY extensive offleash training. Any dog can take off in an instant - even those that are fairly well trained. Please train your puppy to walk on a harness and leash - it may take a little work and some time for him to go potty with a leash attached but he'll get it. My cousin had her little maltese outside in her front yard about a year ago and she ran out into the street and got hit by a car. I wouldn't want to risk it - a leash is a neccessity

Educate yourself and buy from reputable breeders or rescue.
